You can't do it from the states, I tried many different options so it does not seem to be doable from the US, since yes you can open an account on most of those overseas/international prepaid sites but you cannot fund them with an US Based card. You need to find a different source for prepaid cards that are available in other countries and then use it from where ever you are.
