Hello, to stop so much buffering will a dsl filter for my phone line help? Or filter for Internet ?

Is your Internet access provided by your phone company, over telephone lines? If so, it might help, maybe. (Probably not though unless the freezing coincides with your phone ringing, to be frank, but worth a try if you're experiencing issues.)
If you have Internet access via cable coax then no, dsl filters will do nothing for you.

just as it has been explained here,
Them filters are only needed if using high speed over a phone line connection.
Your ISP would have supplied the filters to you if they were needed.
And as said above, if the filters are needed but not in place, it only causes freezing when the phone rings or when you are using the phone.

filters are only needed if you also have tel service with DSL.
My dsl provider installs a filter for the first line and every other line after that does not have a filter. If a 2nd tel service is required then yes that also gets a filter.
