The German Programing is junk, useless. I may suggest ARD (Das Erste) und ZDF, Servus TV Germany and Servus TV Austria.
The ARD served in the German package is very limited for other countries.

This is a donation-based service. The only m3u is a time-limited file used in conjunction with a home grown add-on. Otherwise, it doesn't exist.
