Were it real, I don't know if ICE would set-up such a slick Web presence or if they'd simply take down the site. Doesn't pass the sniff test.

ICE, as a Federal Agency, along with Homeland Security would not have anything to do with Kodi whatsoever. The FBI would be the agency that would handle anything to do with anything illegal(if it were illegal). ICE and Homeland security's focus is elsewhere.
