How can a blacklisted donation be fixed ???????

That will be up to papiao to override the count of violations on the donation. I don't know if it will work via e-mail, but explaining why the donation was accidentally used simultaneously on different IP addresses (not your local, but the one assigned to you by your ISP), or on a VPN (or ip proxy) might convince them to do so.
