This happened to me before and found out I was being geo blocked by my ISP. Only way to get it to work I had to use a VPN connection. Ipvanish seemed to do the trick.

Same thing was happening for me. Watching moto3 was being broadcast in 720 p and buffering. Within the last half hour they downgraded to a SD stream and all is good (for now)
